We haven’t seen an official declaration from Mr Franklin, and there doesn’t seem to be anything on his public website indicating his desire to run. Mr Franklin is term-limited out of his district seat. Before his DUI issues, he was rumored to be headed for the County Executive office. Even though current CE Rushern Baker declared the DUI incident to be nothing but a “blip” in Mr. Franklin’s “bright future”, Mr. Franklin’s shift in focus seems to indicate that he would not win the CE office because of it. While Mr. Franklin has tried to keep a low profile recently to allow the news of his guilty plea to fade, it seems pretty obvious that Mr. Franklin is running for one of the new at-large council seats.
